My jaw dropped when I was visiting <snip> and saw they are linking to search results. I thought that was not allowed, but I assume it must be now. Could someone shed some light on this?

This is something I have seen right from the get-go of AdSense WebSearch. However, I got the impression that this is something Google AdSense is taking seriously and will send out warnings to those they find doing it (unless this is something that certain publishers are beta testing). It might also be permitted by premium publishers.

It is clearly against the terms to do this, but I sure wish it was something that was allowed ;) However, I can see how easily it could be abused by people using links to "big money keyword" instead of something visitors might naturally search for from the site. And they are usually labeled as "Can't find what you are looking for? Click here" or "Top Searches of the Month".
