Websearch result pages made into static pages

I've come across a site the saves the result of a websearch query as a static page. Is this allowed? What they have done is to enter a query for say "widget" in their websearch box and then save the resulting page as abc.com/widget.html. This page will then have the adsense ads at the bottom and top of the page.

I reported to google but they replied that this is just a normal websearch page. Anyone else seen this? If this is allowed, I can generate thousands of top keyword search pages easily.

I also see search result from some sites come out in google's search result. How does a search result for a particular search word get indexed by google? Do they put a static link to that search result on their web site?
