Different content, but similar layout

Is that ok for Adsense?

Let say I own a site about health, motoring and entertainment, can I just simply use the same layout?

For sure the content is different.

Is that violate the Google TOS? Is it treated as duplicate content?

That is fine. In fact, all of my sites have the same layout as do most sites I see utilizing AdSense. And AdSense has no problem with duplicate content. The Google search engine does though, but you said that the content would be different.
