Recycling PSAs

When page not viewed for a period of time?

I just revisited a few pages on my site that have not received traffic for over a month, and they are showing PSAs.

A month ago (give or take) they were showing ads.

They have received no traffic during this time.

Is this normal? Does Google throw PSAs at a particular page if it has not had recent visits? If so, has anyone measured how this effects earnings?
