I know there was some commotion about geotargetting, but I got the impression it was more related to Google search results. Is there geotargetting of our adsense ads?

Yes. Download the AdSense review tool. You can then see example ads for your pages as they would appear for viewers in different parts of the world.

Coming down to a more regional level I am not sure if you couldn't try playing with zip codes in your page copy.
Technically G should be able to figure out the local stuff as it works in their search algo.

On second thought it might be questionnable if advertisers play the local markets (yet) down to that level)
