Putting a key word in close proximity to the ads has helps me get better targeting on occasion. It's more of a gentle nudge. You have to have the keyword topic a major part of the content as well. It mostly helps when Google has mistargeted, like hypodermic needle ads on a page about sewing needles or such.
It seems like it's just a clever way of saying "Didn't find what you were looking for on this page? Well, why not consider clicking one of these ads? You might find something useful." or "So, you've looked at the products on our page. Not really interested in them? Check out these ads for an alternative you might be interested in."

I'm not sure if the publisher is doing it for these reason, or just because they don't know any better and are disappointed in the untargeted ads on this page. It doesn't appear anywhere else I can find on this large site.
