They are adwords advertizers and so use that system to bid.

Yes, but not all adwords advertizers choose to run their ads on content sites.

Probably not. Adsense uses "smart pricing" which apparently results in advertizers getting charged less for ads on content sites, at least as I understand it.
Aproximately how much will G pay if the adwords price per click is $4.00?
No one really knows. It's possible with "smart pricing" that a $4.00 ad on one site will pay less than it does on another site.
My guess, and it's only a guess is that a $4.00 ad would pay between $1.60 and $2.40. per adsense click.
