I think that everybody is focusing on the how but not the when, I mean, use cases for the new WebSearch toy

Google itself has provided a lame example for websearch. Can anybody point out sites already using the new WebSearch?

What would be good use of this new feature to "keep users in your site and generate extra revenue"?

I'll start with the first thing that comes to mind:

Say, for example, that you don't need the search within your site functionality as would be the case of in professional sites that have their own search for obvious reasons.

1- A user search the site for widget xyz

2- No widget xyz exists in the site

3-The search result page says "Sorry, no widget with xyz in here, would you like to expand the search?"

A websearch form to “expand the search” appears below. Ideally, the search field should have the “xyz” pre filled. Can it be done? I haven’t look.

Have another use case in mind?

An excerpt from Jenstar's summary of TOS changes:

"If you use the search box, you are agreeing that Google provides the only internet-based search service on your site. This would prohibit sites from carrying other search result ads from sources other than Google on any domain they use the search box on"

So the expansion of the search idea you mention would not work... Or are they only referring to services that seach the internet from your site (not sitesearch)?

you are agreeing that Google provides the only internet-based search service on your site

You can have your own domain-based search service AND WebSearch as long as your own search doesn't provide Internet results, as I read it.
