For example, if I choose the tall skyscraper format it usually shows 4 ads at a time. Does this count as 4 impressions, or as 1 impression?
Although this may seem trivial, it actually could have a significant impact on your revenue. Here's why:
Lets assume Google delivers the most profitable ads to the sites with the highest CTR. Let's also assume that most users are not going to click on more than one ad.
As an example site, lets say you get 100 visitors per day. If you are displaying one of the larger adsense formats with 4 ads you will have 400 impressions. Lets say out of those 100 visitors, 25 of them click on an ad. That gives you a CTR of 6.25%.
If you were to switch to a smaller ad format that only displays 2 ads you'd still get 25 clicks, but you would now have just 200 impressions. This would automatically bump your CTR up to 12.5%...which is a 100% increase in CTR.
So, if Google does count each individual ad as an impression, it appears you are much better off to use the smaller ad formats that only display 2 ads.
