Open Adsense Ads on New Windows

If a site visitor interested in more than one offers from my adsense banner, he can right click his mouse to open ad in new window and visit
max four offers.

Will google think this behavour as cheating and
blame the webmaster instead.

What is your experience with Google policy on this?

i am saying the visitor, if he see the ads are very target, he may like to visit them all.

I can't imagine that there would be enough *legitimate* people doing that in the course of a day to raise any flags. Quite a few surfers aren't even aware their mouse's right button does anything...

if they do not know how to use right click,

they can still use back button
to return to my page containing adsense banner and
click on other offers he have not visit

i cannot control such surfer's behavior

Indeed you can't, and especially on well-oriented and well-targeted ads, this can form a problame imo.
