Did adsense change their PSA policy?

Am I seeing this correctly? It used to be if you had a banner that fit 4 ads, if google only found 3 relevant, they would show 3 only. But in the last day or two, they are showing 3 good ads and 1 PSA for the filler. IOW, they used to not "fill" the space w/ PSAs and now they are?

I think some of those apparent PSAs showing up in an ad block with paid ads are also in fact paid ads.

They have been showing PSAs and paid ads in the same ad unit for about a month now.
