Adsense TOS?

Read TOS but seen a questionable site?

I am researching a portal site that I would like to include Adsense. In the research of similar concept sites I found a site the I would consider questionable to the TOS for Adsense.

Adsense Ads - very hard to differintiate between ads and other content links except the "sponsored link" label above ads but no "ads by google".(it has adsense script in the source)

Partners - just above Adsense has ClickWidgetProgram.net links for "partners"

It was my understanding that the ads had to be noticebly different from content and Aff-links/competing ads on same page are against TOS.(is ClickWidgetProgram.net aff or competing ad program?)

Just trying to get an Idea if this could or shouldn't be done.

If it doesn't say "Ads by Google" unless I'm missing something they're either a Premium Partner (different rules apply to them) or they've modified the AdSense code which is a TOS violation. If their AdSense google_ad_client isn't numeric like most AdSense publishers they're probably a premium partner. Of course you can always contact Google and bring it to their attention.

I guess they are a premium partner(no numbers), much more code for their script than another basic Adsense displaying site I looked at.
