Looks like to me that if you have cookies disabled you can not see an ad. I know you can not log on to Adsense if you block cookies…

This has nothing to do with AdSense, It is for conversion tracking on AdWords.

The only thing it has to do with AdSense, is advertisers use it to see if they are making money.

I guess that:

1. You've clicked an AdSense link,
2. On that Advertiser's webpage, you at least did the one of following things:
a) Signed up one or more of that site's services;
b) Bought something from that site;
3. The Advertiser's webpage then Show Up an image, which served as tracking his/her conversion rate from Google AdWords.
4. You've clicked that Image.
5. You saw "Google Site Stats"...

Advertises want to know the conversion rate, that is:
He/she can figure out the total clicks from AdWords, then by that "Google Site Stats Image", he/she can also
track how many Bought Visitors actually Signed/Paid.

Since AdWords is Pay-For-Per-Click based, nor Pay-For- Per-Action based. Advertises can see the Clicks everyday he/she paid through AdWords' Report, but cannot exactly know how many of them really taken actions. (sign up a services, buy some products).

"Google Site Stats Image" shall be placed on ThankYouForYourOrder pages or ThanksForYourInput pages.
Therefore, the Advertise got exactly action-takers figures. Next step, he/she can compare his/her AdWords keywords to find out the best keywords (not only got most clicks but most action-takers.)
