This has me thinking that Google must not screen the AdWord ads at all or do people somehow get around it? Or is it that Google makes a lot of money on this type ad so they really don't mind.
You might be seeing some of the themed matching for publishers, if it is not ads directly related to the specific page, but within the theme of your overall site.
Affiliate links (such as the department store example) should say "Aff" or "Affiliate" in the ad somewhere. There is nothing that prevents the affiliate from advertising, unless the department store has a problem with it.
And you can always click on the "Ads by Google" to report an ad you feel is inappropriate for whatever reason.
