There's a site (entirely in English) which has pages for each country, each country page has a list of places (with very little other content). On those pages, the Ads By Google often tries to match the language of the country mentioned, even though the ads (and country name) are in English. It's the line at the top of the skyscraper that varies, not the ad language.
And it's not just the existing Adsense languages either. What attracted my attention was "Googlen Mainokset" on the top of the skyscraper on a Finland page. "Reklamer fra Google" on a page about Denmark. "Google'dan Reklamlar" on a page for Turkey. "Reklamy Google" on a page with Russian places (even though all the names are in Roman script).
It has errors, in that "DIbikin oleh Ncang Google" (Malay?) appears on pages for Indonesia and Malaysia - plus Japan, China and Korea! Seems strange to change it based on page content (even content with an English country name) rather than the audience country.
Just to clarify, I've only seen this on one site (which I doubt is a premium partner), my sites are all still in English everywhere.
