Why don't Adsense support promotion sites

Why don't Adsense support link exchanges, banner exchanges, traffic exchange and other sites that drive traffic to your site.

AdSense seems to want to provide the user with the best results it can find for the existing content. At this point, they don't seem to consider banner exchanges, link exchanges, et al content.

I don't either. Sorry for being blunt...but it's true. (Unless I've misunderstood your question. If so...please elaborate!)

I'm sure if you write comparative reviews, features and articles and run a regular news bulletin on the latest link exchanges, banner exchanges, traffic exchange and other sites that drive traffic to your site, then you'll be allowed to feature AdSense on your site.

I own a link exchange and I tried to sign up for adsense and they rejected me, so then I email them and asked why I was rejected and they said at this point they don't support link exchanges, banner exchanges, search engine submission and web sites that drive traffic to your site. This hurts sites like mine that advertise on adwords. I just don't understand why they do that. Link exchanges are great thing if used right, but their are a lot of people abusing it. Link exchanges also created a way for people to trade links with out one saying he was being spammed.

AdSense is primarily for sites which contain editorial content.
