I am not trying to be picky, basically, if this is a click ring, even if masquerading as something more innocent, then it is high risk.
But when 1000 ppl see my site, 3-5 click on the ads ( NOT PROMPTED OR Promoted ) .. Is that ok?
It is basically a Traffic generator sytem that works like this .. you surf someone else's site and in return someone else surfs your site ..
The main thing with flashing text is to have the text conotrast with its background.
This may take a while to load, creepy music could help as long as the files aren't too long.

Some of my adsense ads, generate revenue based on number of impressions, and I see revenue from some channels with no clicks.
To be honest, I'm not sure exactly what your talking about, but maybe your efforts would be better spent working on your site and getting more traffic that way.
We've had people report being banned after traffic surges. Although I'm not sure that it was ever proven, that the ban related specifically to increaed traffic.
Prohibited Clicks and Impressions
Any method that artificially generates clicks or impressions is strictly prohibited. These prohibited methods include but are not limited to: repeated manual clicks or impressions, incentives to click or to generate impressions, using robots, automated click and impression generating tools, third-party services that generate clicks or impressions such as paid-to-click, paid-to-surf, autosurf, and click-exchange programs, or any deceptive software.
It's all in there really... Ask yourself whether the scheme you are in really respects the above policy (it is not just fake clicks but fake impressions which are prohibited). If you are not 100% certain, either stop or ask Google.
Obviously you will try to monetise it with adSense. As the source of traffic is suspect, your adSense earnings are illegal and not valid. Google will get to you sooner than later.
Avoid unnecessary complications and shortcuts. Stay safe. Remember, you have only one chance at this program..
