Is having a drop down menu on a website with adsense ads considered a violation?

If they obscure the ads when they drop down, yes.

That's incorrect. A drop down menu doesn't permanently obscure the ads. What he is saying is that he has ads actually as a drop down menu item. That would be giving users an incentive to click. That is against the ToS. And it is also a bad design idea.

I did have a menu that obscured the ads when it dropped down. I asked Google if it was compliant as I wasn't sure, and they told me that it was against the TOS. Maybe they have had a rule change since then, but I doubt it.

And yea, putting them in a drop down is agains the TOS with knobs on ;)

why to take risk with google TOS, its better to put adsense above dropdown.

I agree then. Putting them below the drop down makes them easy to accidentally click on. Google doesn't want that.
