I run a few niche search engines but the ads Google shows on my search results pages are not targeted at all.

Is there a chance to show ads on search results pages based on the query?

This would be the best solution: Someone submits a query about "dating", he gets search results about dating and adsense ads about dating.

I own a script which can do this, but this would break adsense TOS so I don't use it.

Isn't that what happens now?

I own a search engine and have no problem getting ads that are relevant showing up on the popular pages(popular search terms). Seems that google only crawls the site after a visitor hs been logged to the page.
Relevancy will come over time and the popularity of the search engine.

Also: on your SERP Change the title/h1/keyword tags and desciption to reflect that keyword. A little bit of scripting and this can be done for each search - no problem. I find that all this information will cause a non crawled page to somewhat reflect the keywords too.
