Did not meet program criteria. How can I reapply?

I didn't meet Adsense criteria and wasn't accepted into Adsense. I have two suspicions why that happened: I didn't put any adsense ads on my site because I thought that I had to do that after I got accepted, and my e-mail was from gmail and not from my site's domain. Can I make the changes and reapply? With the same account?My site is just another flash arcade game collection.

1. You shouldn't put ads up till you are accepted.
2. Google loves gmail users

so these two have nothing to do with your rejection. If I were you, I'd look closer at your final sentence, though without looking at your site, I wouldn't know.

Hi,
You can't put AdSense ads on prior to applying. I also uses GMail to apply, so don't see that as an issue.
Your best bet is to read the Terms of Service and other requirements on their help pages. Without knowing your site, maybe it offers something that is outside of the Google AS ToS.

I am not much into computer games. But when I saw your site I wondered if there aren't any copyright issues concerning all these games?
Do all these games producers give you permission to host free flash versions of their games?
