Displaying Referrals instead of Public Ads

Why don't Google Adsense displaying referrals instead of Public Ads.

I still wondering why Google AdSense do not displaying referrals ads instead of Public ads in partners site.

Google can show ads for AdSense and Adwords in the space allocate for Public ads.
When visitor click and apply on that ads (AdSense, AdWords, Firefox, and Picassa) then the publisher automatically rewarded with the related bonus/reward.

What you guys think about this idea?

They probably get some major tax write offs for displaying philanthropic ads or something to that effect.

I seem to recall reading either here or in Adsense help that Google referrals are NOT allowed to be set up as alternate Google ads. Am I misremembering that?

If you're doing this, I'd check this with G just to be sure it's OK...

It is not our intention to put referral ads as an alternate ads.

Yes, I understood your original question. But I was commenting on what Scurramunga said he is doing, which IIRC is against Adsense TOS.
