Link units and competing contextual ads on same page?

The TOS isn't too clear on some specific fine points that should be cleared up.

Adsense can't be run on the same page as other, competing contextual adverts. But how about when other ads are running on a page with just the Adsense link units, not the ad blocks - since with just the links, technically there aren't any actual Adsense ads being displayed on the page.

Adsense Link Units are contextually derived, so I would expect them to be treated as any contextual Adsense ad unit.

What I don't understand is why the count as ad impressions.
