So I found one that has a call to action for calling their toll-free number.

Think people click on an ad exhorting people to call?

Yeah, for some reason I've always thought that phone number in Adwords was against the TOS. Did that change, or am I just misremembering?

You have ALWAYS been able to put phone numbers in AdWords ads. You can't do this on Yahoo! though.
