I noticed that Google Text Referrals obey the CSS style of the site (in my case links turn from blue to yellow on mouse hover). Is google aware of this, and is it ok per TOS?

It's OK to use CSS to change the color/font of your text link referral to match the look and feel of other links on your page.
However, please note that AdSense program policies on drawing undue attention to your referrals link and modifying the code itself still apply.

But CSS styling for regular text ad blocks and ad links isn't allowed, is it?
I've seen regular Adsense blocks styled - I think it looks nice because it can match the site better, but if I understand correctly it's against the Adsense policies.

Yes, this only applies to referrals and not AdSense for content -- please do not use CSS to modify the text of your AdSense for content code.
