Do PSA's Mean I'm Being Penalized?

My front page is still showing PSA's and has been for about a week now and nothing has changed. I have had a bit of correspondance with Google but so far nothing has been resolved.

I am wondering now if I could be being penalized for something. There are no stop words on my site, however something is very obviously wrong. All of my sub pages display proper ads, it is only my main page with the difficulties. The site has had no targetting issues in the past.

The question I then have to ask, do psa's mean that I am being penalized for something?

AFAIK, you get PSAs in two possible circumstances: when Google does not have ads to match the keywords on the page, or when there are stop words.

They are not used to penalize you or punish you.

Did you change anything on that page around the same time you started seeing PSAs?
