The thing about "top" keywords is that they a) change several times a day, and b) every man and his dog are chasing them so that the web is flooded with people chasing the same pot of money.
But is there really a pot of money anyway? Think about it from the advertisers point of view. If you were trying to sell something and had set up a buget to spend on adwords, where would you spend it? Would you just fling it at content and say to Google "Here - pay any account holder that generates a clicks on my ad $20". Didn't think so, but in chasing top paying keywords that's realistically what people expect to happen.
No advertiser is going to spend a lot of money on any form of advertising unless they see a return they are happy with. Advertisers will target their campaigns to get the best out of them. Therefore, they are only going to pay high comisssions where they get good sales. All the sites that are set up to take advantage of what they think are high paying keywords will get smartpriced to the point where they owe Google for showing ads!
It's worth pointing out that a common thread topic here is "I set up a site for $80 keywords and I'm getting 2c a click - why?". It's because these sites don't work for advertisers. Rather than trying this technique, you are better off making a site on a topic you know well and adding something of value to the web that people will want to see. That way Adsense rewards will follow, and like many people here you might be earning a very good, stable income from adsense as opposed to scratching around in the dirt for pennies.
The search network and some specific quality sites in the content network I pay 10-50 cents a click. Because they convert and are worth my money.
And on very special occasions I'll pay $1 per click or more. No way the content network in general gets over 10 cent a click!
