what if CTR becomes very high, about 90%

is this ok? how will google respond and what he would say about this high CTR?

is it legall and what are the chances to not become banned?

no. ads are integrated in content and it looks like content.

it's about repository of links, followed by images. content looks the same as ads.

There is nothing wrong with having a high CTR as long as the clicks are not fraud, and you haven't done anything that you're not allowed to do.

Frequently we see very low traffic pages having a very high CTR.

If you feel it's unusual, pull the ads and investigate.

For some low traffic pages , I regularly get CTR above 70% . As traffic goes up CTR goes down.

For some pages I get 100% and above also. As long as I follow TOS , I am not worried . G has been O.K. so far.

The problem is that if the users are 'tricked' into clicking, and none (or very few of the clicks convert), you'll soon get smart-priced into a hole..
