But seriously, flooding Google with reports won't help them. Sure, report each violation you see, and be as constructive and informative with each report as possible. Make it so the reviewer can simply verify what you have said and press the appropriate big red button. If they are still in the program, this likely means one of two things:
1) Google has yet to review your report. Multiple reports won't (well, shouldn't) help speed the process.
2) Google has decided to keep them in the program. Maybe they are just inside the boundaries of the TOS, or maybe they are making Google a whole bunch of money. Flooding reports won't help here either.
Perhaps it is like moltar said -- maybe they have been kicked. The bottom line is that it is more constructive (and probably more healthy) to report-and-forget, and then concentrate on making your own sites as good as possible. It's not worth stressing over.
I think they put their resources mainly into chasing click fraud.
If that is so, I will straightaway get into building a couple of sites stuffed with keywords..I can safely assume I would not be banned.
Assuming you're serious, I wouldn't risk it. After all, you'd have no one to blame but yourself if you got kicked out. It's like cops and speeding tickets; they don't ticket everyone, but if one is ticketed they can't claim as a defense that others were also guilty but not ticketed.

Gregbo, I was not serious. I was actually countering the point that if that was indeed the case, everyone will be busy stuffing keywords.
