1) Make sure your ads are as relevant as they can be. For this, it's good to use proper headings (<h1>, <h2>, etc) and make sure there's enough content on your pages to trigger the relevant ads.

2) Make sure your ads aren't buried or drowned out on the page.

Other than that, there's nothing more you should have to do.

You might have some not related or simply rubbish ads running.

Do you know the Competitive Ad Filter tool available in AdSense? It enables you to filter out websites running ads that you wouldn't like to see on your pages. You can find it under the AdSense Setup tab.

To find advertisers on your pages use the AdSense Preview Tool. Google for this name to catch it. The Preview Tool runs in Internet Explorer only. Once you've installed it go to your pages, open the Preview Tool, get the URLs and copy and paste fishy/not-related ones to the Competitive Ad Filter.

It might help to raise CTR.
