An interference between the private interest and the official public responsibilities of a person in a position of trust or power. Simple English: if you're employed by one company, you cannot be employed by another in the same industry.
That means that I am getting paychecks from different companies in the same industries.

As for the original question, the Program Policies isn't completely clear, but I would expect Google to say you can't have competing services such as YPN on the same page.
