My website will cost money. I know it doesnt have to cost too much, but I guess I have a crazy idea that will cost a bit more.

I think it might be helpful to consider making a small site that doesn't cost so much to test out my crazy idea.

How small of a site will google let me sign up for google adsense with? Is there some number of pages of content that I need to create before I apply? I assume that getting rejected would be a bad thing and might make it harder to then qualify later.

I have another website that is not appropriate for advertising (as in I don't want to send surfers on their way, they have to stay), but could I use it to sign up for an account and then put links on less read pages as well as my new smaller website too? I didn't see that specific topic in the google adsense TOS...

I'm also at the startup stage, so listen to the more experienced members before you listen to me, but this section of the TOS (section 6) may be relevant, depending on what traffic levels you might anticipate for the test site:

In addition, Google reserves the right to terminate without notice any account that has not generated a sufficient number of valid clicks on Ads or Referral Buttons or valid impressions of Ads (in each case as measured by Google) for a period of two (2) months or more.

I wouldn't worry to much about google removing your ads because you haven't generated enough traffic. However, I don't doubt that they do. Stale websites that do not generate at least a few bucks in 2 months is probably what google is referring to.

like they said, it's click-based. There are plenty of "parked" domains that have Google AdSense running on them, simply because they happen to have high type-in value (granted we are talking a lot of clicks, but the point is, they aren't even really web sites, just a single page on a parked domain).

... the point is, they aren't even really web sites, just a single page on a parked domain.

Yes indeed, but it's probable that the code was added to those single pages after the account had been opened - I presume that something more substantial would have been presented to Google to obtain the account in the first place.

The question still stands then (sorry if I muddied the waters by bringing the traffic issue into it) - is there a minimum number of pages which would constitute a valid site, in the context of applying for an AdSense account?

I don't think there is a set minimum. Some sites seem to get approved on the basis of having a structure and no content! I would suggest having a workable site with some content (maybe 10 pages?) would be enough to show what the site is about and that it's not yet another MFA.

The website may have only a few pages of content and adsense will accept it.
Content Management Systems (CMS) helps to test adsense because it already has a structure and some kind of content.

My site is database driven, but there's only ONE actual page. Google doesn't seem to have any problem with that.

Google adsense has a special program for domain parks.

You can find more info here: [google.com...]

Basically you need only one page to get in. Just don't put "under construction" in that one.

One relevant page is all that is required.

Relevant means quality, preferably original, and meaningful content!

I was approved with one page with 4 links on it and 2 sentences of copy. But the site had been up for 5 years and had SE position and history.
