When viewing page in explorer it looks fine - there is clear spacing between the ad ad rest of the content. However, when previewing in firefox (not my default browser(ad is touching table beneath which is content). Is this something that webmaster is responsible for or not?

I mean, what is considered standard? Firefox is at around 10% of browsers that visit our pages, but is it up to webmaster to preview your pages in all available browsers (explorer, firefox, opera and whatever else might be out there).

It is probably a relatively simple html or css problem. Do you know anybody who could give your code a quick review?

It's not the coding that I'm worried about. The matter is - are we responsible for this? There are way to many browsers out there - and no, they don't all display same layout.

I doubt that Google expects 100% compatibility with every version of every browser ever produced, as they don't even meet that standard with their own sites, but they can reasonably expect that webmasters will make a good faith effort to ensure that their code will display the ads in a manner consistent with the terms of service.
