Here is a possible scenario. Owner1 has his own websites where he shows his AS ads. Similarly Owner2 has his own websites showing his own AS ads. Now Owner1 & Owner2 decide to build a completely new site as partners. So each Owner would like to place an AD unit of their AS account on this partnered website. Whoseever ad is clicked - gets the money.
Which AS policy are they violating?

You shall not display any Ad Unit on a page that contains Ads associated with another Google AdSense customer (e.g., Your Web hosting company), unless authorized to do so by Google.
Note this is for a page, so with your scenario both owners ads may be shown on the site as long as they don't appear on the same page together. You may show ads if they don't show on the same page. This can be done through placement on every other page or through a script that randomnly displays an owners ads per page.

As partners, wouldn't it be prudent to create a new entity for business purposes, like, Due Amici LLC? Then, as a business entity they can take out an AS account for the partnership and notify AS of it etc. so they know about it.
Why be under-the-table-ish about it and flip-flop your adsense earnings?
If you're a legitimate parternship, then shouldn't you act like one and create an entity to represent that?
