When I'm working on my pages on my computer (loading the pages from the hard drive) does this generate page impressions in my Adsense account?

If you are seeing ads then yes, impressions are being generated.

Of cource, targetting will be POOR, as google cannot see your hard disk, espcially (since you have you new tinfoil hat)

They will try to target based on filename, anyway. I have read about people seeing ads about file acbinets, because they were lloking at an URL like file://c¦mydir/mypage.htm
