I wonder if this means that AdSense publishers are held to a different standard concerning copyright issues than non-AdSense publishers because we earn advertising revenue from our pages?

This isn't really anything new--it's another ruling in the constant struggle to define where the boundaries are in copyright law.
You might want to read up on "fair use." Fair us doesn't just affect AdSense publishers--fair use guidelines apply to anyone using content created by others. Under fair use, quoting from a book as part of a review or to support an argument is allowed, within reasonable limits. Quoting from a book or copying an image solely to make money from it is not. Well, that's an oversimplification, but you get the idea.
