The ads appearing on my page are not relevant to the content. A comparison would be if the page was about a skiing resort but all that was appearing was real estate ads.
What would you guys do about that? The content is right, titles, descriptions H1s etc. Not sure what else to do?

Usually its the URL which decides what kind of ads are pulled initially but later it takes all the other factors you mentioned into account. That's the usual take.

There's really no way to predict that but the idea is that as time goes by Google checks which ads are performing the best on your site. This is naturally done by using the data collected on your account.
If you can - try to change the url to be more specific on what the page is about. It usually helps as the adsense bot sees it as a new page and re-indexes it.

Be carefull with this one, remember that once you start changing your urls whatever traffic you're getting from search engines will resolve in 404. I would try section targeting, plus, how long have your ads been off topic?
