change the CPC

does anyone know how can i change the money of CPC (Cost Per Click)... because i don't know how much is it now! or is it google who gives the price?!

You don't set the price. Advertisers do, by bidding on ads.

this is off topic...i asked someone to click on the ad for a test...so he did and when i went to the acount the click still 0 and the amount still 0.00 aswell...whats going on?

You'd really better sit down and read the AdSense TOS.

Clicking on your own ads or asking other people to click on those ads is forbidden. (It's also fraud, since advertisers are paying by the click.)
