How do I know what is "cheap clicks"?

How can I know who from my advertisers ad is cheap clicks? I know how to search a value of a keyword in Google Adwords but if his ad title is something like "Cosequin Wholesale Prices" OR "Discounted Pet Supplies", what should I enter in the Adwords PPC checker to check if it's "cheap click" ad or how much the advertiser pay to Google for each click?

Bottom line is that there is no way to know, and to a certain degree it doesn't matter because Google is set up to optimize CPM (i.e. your bottom line) as opposed to simply showing the ads with the highest raw bids.
