Mix of real ads & PSA's

Anyone else notice this?

I have a page with the only AdSense display being a leaderboard at the top. AdSense typically has an abundant supply of ads relating to the content of the page.

Sometimes the leaderboard shows 4 ads and sometimes it shows 2. No big deal.

But lately I've been seeing what appears to be 2 regular ads and 2 PSA's show up in the Leaderboard. Either that or some non-profit groups are bidding high for ad space and their ads are showing on irrelevant pages.

AdSense has been mixing paid ads with PSAs for quite some time now, although they didn't always do so.
