I was just reading a blog that had 5 vertical skyscraper AdSense displays stacked on top of each other down one column of the page. I guess I can't reveal the URL but this blog gets a lot of visits. It got a lot of press mentions a couple of years ago after breaking some news important to the US Presidential election.

Are there special rules for blogs?

Is having more than the 3 allowed displays on a page just one of those things AdSense is not likely to detect or care about?

The rules are not the same for everyone. Premium publishers and beta testers might be able do do what you saw depending on arrangements with Google.

That's one possibilty, of course it could be a simple TOS violation.

Look on the html code.

Maybe You find <iframes> bringing the code to the site.
