I have read the TOS and have found no mention of this...
Assume I have a link on my site. The link opens a new browser window. The resulting window has a page (with lots of content) that contains an Adsense block.
I'm pretty darn sure I can do this, but I have this little voice inside my head urging me to ask you folks.
So, am I okay doing this? (Otherwise, everyone would be opening their competitors' sites in new windows to trash their Adsense accounts).

If not then I can see no problem with that. All outside links and many internal links on our sites, like a map page with AdSense, open in new browser windows.
What you are not allowed to do is alter the AS code in any way to force the AS click to open in a new window.
If you have specific policy questions, you should always feel free to sticky mail me or contact the AdSense Support team (adsense-support@google.com) with a link to the URL in question.
Based on your description, it sounds like this is fine. But if you want reassurance, don't hesitate to ask! We always appreciate publishers who take care to abide by the ToS. ;)
