Is it against TOS to have a web page with only search results on it gathered from diferent web directories and have Adsense on these pages too?

It's scraping. I guess it is against adsense tos, but better ask google if you want an official answer.

Ostensibly it is against the TOS however there are many sites employing this technique BUT this is the type of site which Google are "supposedly" trying to clear out from their SERPs...

Rather you than me wasting good time on creating something which probably has the good chance of being ejected.

Were you thinking along the lines of DMOZ or a Wikipedia type of clone?

Don't forget that there is huge competition in this type of market with most of them trying to survive by using their Adsense income and spending it on Adwords advertising...
