What one thing would benefit AdSense the most?

There is another thread here asking what you would like from AdSense for Christmas. My question is different. Instead of posting what you want most for your situation or what would benefit you the most, what is the one thing AdSense could do/change that would benefit the entire program the most?

1. Changing or getting rid of SmartPricing?
2. Allowing publishers to establish a minimum EPC?
3. Enforcing AdSense terms/policies and getting rid of made-for-AdSense sites?
4. Something else?

Allowing site targeting of CPC ads (with Google suggesting sites, as with site-targeted CPM ads) could be a useful improvement.

Another possibility would be to let third parties (such as specialized media-buying services) put together lists of editorially vetted sites and types of content in specific niches.
