Alternative Ads Question

Ok, I was wondering this and after reading the FAQ and Policy I cant seem to find anything that covers it.

I can have a URL as a alternate ad, so could make a url that replicated google adsense ads in every way (including the link) and put it in as an alternative ad?

If a page couldnt find a ad it would show something that looks exactly like a google ad but I would get to choose where that ad went...

10. What are 'Alternate Ads?'
Alternate Ads allow you to monetize your ad space in the event that Google is unable to serve targeted ads to your page. By specifying an image or ad server of your choice, you can make sure that your advertising space is always being used effectively, either by targeted AdSense ads, or by your own choice of content.

AdSense does not want you to run alternate ads that mimic Adwords/AdSense.

JollyK had correspondence with Google to get approval on how similar the alternate ads could appear to AdSense, and shared the information with us.
