Currency of the country of origin influence?

Does bidding in a foreign currency make a difference?

I'm a UK merchant and I want to pay my clicks 0.05 USD$.
Will Adwords put my ad below my competitors when they pay £0.04 (UK's minimum) and have the same clickthrough?

bidding in $ for UK is only good when there are NO other advertisers or a very small # of advertisers.

I don't believe that is true.

There are many UK companies bidding in $ because that was the only choice when they set up their AW account. It isn't (or wasn't) possible to switch currencies in an account.
