Why does Google/Over give better ROI then 3rd teir PPCs?

Why does Google/Over give better ROI then 3rd teir PPCs? Does anybody have any realy facts why this might be so?

Because they control the SE's that convert the best. Google and Yahoo have much better traffic than any other sites. The other PPC places are full of complete spam and click fraud that does not convert well.

Now only is the traffic they generate themselves high quality, but they hold their traffic partners to higher standards as well..
