Searching eBay will show you 10 bajillion search engines for sale that are PPC for a cheap price. Software the create yourown though? Not quite sure on that, first step would to hit up hotscripts or something of that nature.

Search online for "Jackhammer PPC Search Engine Software" disclaimer: I just use some software from the same guy and I'm very happy
