are there any ppc engines with minimum bid $0.01 per click?

Minumum bid in google is 0.05, yahoo $0.10

There are many smaller ppc engines out there that offer very low minimum clicks, but on the web (as with anywhere else) you get what you pay for.

Many if not most of the 2nd and 3rd tier ppc engines have very little or no traffic. Their main source of clicks will be through partners. You have to ask yourself, how well maintained will these partner networks be, how advanced will click fraud monitoring be and what quality of traffic will I receive.

1 cent listing through them such as GoClick, ePilot, 7Search, or 5 cent minimum bids on FindWhat, EnHance, Kanoodle, and Search123.

I only recommend 7Search and Enhance though.

who said minimum click on google is 0.05?! There are click as low as 0.005 in one of my websites I had 9 clicks and 5 cents income!

Google no longer has a 5 cent per click minimum. But their system automatically generates value based on traffic volume and clicks.

My company deals with other partners with 1 cent bids (ours is 3 cents) so yes there are engines with that rate. However, you will probably not get it because of the revshare issue (which is why we set ours at 3). Most likely you'll always be 2 cents and up.
