I've just noticed LookSmart (hybrid PFI/PPC) offers a pause feature now.

We (goClick.com) offer a pause option... it is available in the EDIT area of the sub-account menu after you login. You can pause individual sub-accounts at any time.

Ah-ha.com offers immediate pause/Resume capabilities in their Account Management System. It's quite user friendly.
