is using 'cigarettes's in an adword keyword banned?

when i search it up on google i dont see many ads for it, but the CPC isn't that low either.

From Adwords Editorial Guidlines:
"Tobacco and Cigarettes - Advertising is not permitted for the promotion of tobacco or tobacco-related products."

But what if you are promoting a tobacco replacement (nicotine chewing gum) or a stop smoking training? In that case, can you use "tobacco" and "cigarettes" in your ad-copy?
